2021 10-Year CCA Water and Roads Plan

Description of Project:

Establish a formal Engineered Plan designed to achieve reliability in water distribution and roads by scheduling their replacement based on risk and consequence of failure over a 10-year period beginning  in 2022.

This plan will replace every road and every water service feeder line to every community member and the schedule is prioritized based on consequence and risk of failure.

Basis for Project: 

CCA water distribution and roads are 48-years old, water service feeder lines/water meters are beyond life span, water mains are at half-life, roads are 20-years past normal life span. 

Value to Membership:

High reliability of water distribution, water quality and roads performance with less unexpected failures in systems.  Packaged by risk to failure into annual projects as part of an overall 10-year plan. This plan will be a resource for CCA to guide future design and construction contracts. 

Preliminary Cost/ Schedule:

CCA required 3 separate Civil Engineering Project designs in 2020. To save costs, all 3 projects were packaged in one solicitation which was bid on by multiple engineering firms. The 3 separate projects were: 1. Develop 10-Year Water & Roads Plan, 2. Perform an evaluation of the existing tennis courts, and 3. Determine impacts from the Weyerhaeuser road changes adjacent to Blue Hills Drive.  Total costs of the projects amounted to $112,010. 

The Design Project was awarded to KPFF Engineering after competitive bid in September 2020. KPFF completed  all 3 projects on schedule and  and within budget with no use of contingency.  The CCA Board formally accepted the 10-Year Water & Roads Plan plan at the 7/24/2021 Board Meeting. The Tennis Court and Weyerhaeuser Impact Study were formally approved by the Board earlier this year. The 10-Year Water and Roads Plan is complete.

Cost Estimate and Details of the completed 10-Year Water and Roads Plan are as follows: 

  • Water and roads replacement spread-out over 12 projects.  
  • All costs shown in this report are in year 2021-dollar values. Actual costs will increase each year due to inflation and market costs.   
  • The Total Estimated Project Cost for all 12 projects is $11,292,333 in 2021-dollars.  The estimate for this project at the 90% review included full main replacement and adding new hydrants. Engineering investigation determined the mains did not need to be replaced at this time (half-life span) and the Association was not under regulatory requirements to add more fire hydrants. The 90% design review estimate was $17,740,800. The 100% design estimate reflects a 36.4% cost estimate decrease. See Final 10-Year Water and Roads Plan for full details.
  • The 100% estimate ($11,292,333) includes:  
    • A 10% construction contingency 
    • A 20% cost estimate for Engineering, Design, Permitting and Construction Management.
  • Projects 2, 5 and 7 each have optional bridge construction plans that, if implemented, could increase costs by an additional amount of $737,264.
